The Role of Chief Information Officer (CIO)

Doctor´s role is clear, teacher is teaching and CIO is ..? Doing what? What is the definition or work description for Chief Information Officer (CIO)? How the content of one CIO´s job differs from the other CIO´s role? Why many of CIO´s feel inconvenient in their daily job? Why their colleagues are not necessary interested in information management topics or even wondering what CIO does?

Well working information management and related technologies implementation are mandatory for successful organizations. IT is also very critical success factor for many organizations, eg banking sector, manufacturing, telecommunications and many more. To manage IT is getting more complex based on the latest researches.

We have researched CIO job by interviewing around 20 large organization’s experienced CIO´s. There are have plenty of interesting findings; many of interviewed CIO´s are not too very happy in their jobs, some of them sounded even frustrated. They have a great variety with their backgrounds and education. Half of them have IT related education, the other´s educations vary strongly. Their job role has changed strongly during the last decade. Still ten years ago IT managers focused mainly on programming systems for enterprise functions use. Many interviewed told that in the past there was “more time” to do things. Those systems were based on some of the few coding languages and narrow set of available infrastructure. Nowadays few companies write anymore any programs for their business use.


Today´s IT professional´s role is to manage a wide network consisting of IT skilled people both inside the company but especially outside. Applications and IT tools are purchased and integrated to other systems in a joint architecture. Almost every CIO has line manager position for a wide number of IT professionals. CIO´s say that they need to know and understand their company processes wider than anyone else, including eg chief executive officer (CEO).

Many CIO´s focus is on creating company´s enterprise architecture containing layers from top level company strategy to lowest IT infrastructure level. Based on the wide set of needed skills, I could compare CIO role to decathlons in Olympic Games athletics. Those decathlon sportsmen are not necessary the best one´s in all of the single sports but when all the results are summed up, the winner is the real king of the games.

My opinion is that CIO job should earn higher respect, which would lead to better satisfaction in their jobs. But the present CIO´s have also a key role to earn respect by their strong contribution to develop enterprises processes and keep those up and running. However, that requires continuous skills and competences development and adapting the latest innovations. Our universities and schools need to be ready to meet this growing need of helping and educating the present and coming information management professionals, especially CIO´s, in their roles. I am sure; in close cooperation we could meet this challenge.

I have a dream and hope

“I have a dream” was said by Martin Luther King, Jr in in his memorable speech 1963. He listed many very encouraged and humane dreams, which has get real – at least partly.

I have been looking Information and Communication Technology (ICT) some 20 years through different windows (and those windows are not any Seattle based ICT giant’s trademarks). A lot has happened during that time both from consumer and company ICT point of view. Definitely I wouldn´t like to go back to old times, because there are a lot of huge steps happened.

Networks capacity has expanded a lot and nowadays you can use very large set of IT application from your home or everywhere where connected. Data processing is quite seldom a bottleneck anymore and response times are in (at least in theory) very rapid, normally few seconds or even some parts of a second only. ICT is already got to almost everywhere. My car is full of IT, I open door to our office corridor with electric key, my home´s heating and ventilation work with help of microprocessors and I can order and watch a film on TV without picking any DVD or VHS tape from video rentals. Great, isn´t that but I have quite odd feeling that ICT might have taken a mastering role in our life and gradually, when working these 20 years with ICT, I have become a dreamer.

I have a dream, that on one beautiful day I could access in one minute to operator call center specialist without waiting on-line over 20 minutes when having troubles with my mobile phone connection or wide-band network connectivity. And on top of that I could get answer to my question right away without pushing forward my question to second or third party.

I have a dream, that I could get undisturbed phone conversations back. My phone is full of all type of professional or non-professional applications but latest today I needed to make continuously new calls with one of our Avance MBA student (who happens to be highly professional IT director as well), because our calls were breaking all the time. Maybe the reason was that my colleague was in car. Obviously the present mobile phones are not targeted to be used in moving car. They seems to be for use in place where wireless network (WLAN) offers strong enough capacity to surf in internet and load large amount of data for fun.

I have a dream that organizations like VR (state railways) would test their system and integrations thoroughly that I could buy fluently ticket to train in few minutes and not get experiences like few weeks ago, when I could not buy train ticket on my travel back to home from Helsinki to Jyväskylä.

I have a dream that Finnish public sector could finally consolidate and unify their thousands of different IT systems, databases and infrastructures. Through that way would not get only our taxes lowered but people could go to whatever hospital or children to kindergarten without need to go through all the bureaucracy and personal information telling again and again. Simultaneously there would be a consolidated data center, a place which could offer home for all of the commonly agreed applications for Finnish municipals and save efforts and energy and money for more reasonable purposes.

I am dreaming also, that my kids could keep touch with very real and concrete things, like nature, fishing and sports instead of diving totally to virtual world. I understand that PC games, social media and amusements in internet are fancy and nice but according to my values those are not real things.

Our life has changed and will do that in the future. We need to educate ourselves and understand how Information and Communication technology can help us enabling present and new things. Simultaneously we need to manage and structure ICT to avoid that IT does not take master position instead of servant.

But I´m not only dreaming - I´m also hopeful. My son Iiro (13 years old) spent one school day for his work life familiarization in our Avance office a few weeks ago. As one task we asked him to describe what kind of words describes as the best the future leader. His answer was the following;

“In ten years forward an Avance MBA graduated leader is hardworking, honest, trusted, business conscious, moderate and quick-witted.

Definition for good future leader includes no words about technology freak or geek, virtualized, clock speeded, cloudy, integrity or latency directed. Therefore I think we have a good reason to trust that our growing generation is finally wise enough to focus on real life things and keep ICT in servant position instead of letting IT to master people´s life.

And that way I feel my dreams would get real – at least partly.

INVESTING IN COMPETENCE DEVELOPMENT

Let´s start with something that is generally agreed upon: In this world of continuous change it is necessary that we develop our own knowledge relentlessly. Pure information and knowledge as such aren´t enough, it is important that we are active in using and applying new knowledge in our own field of operation. Does this sound familiar? And there ´s more where that came from: The ultimate goal in competence development is to enhance a person´s professional working capacity as a whole! 

The recipe for true learning includes the following ingredients:

  1. Knowledge and skills, naturally
  2. Experiences that you gain and that you reflect upon in order to learn and to change your behavior
  3. Attitudes that you are more or less aware of and which you can develop into some extent
  4. Contacts as your social capital that constitutes your own professional problem solving and learning network, exceeding your own organisation´s boundaries, extending even beyond your own field of industry
Do you still agree with us? If you do, now this is where it gets interesting. If the previously described big picture is valid, it is funny enough that when we talk about education we quite often concentrate on the first, let´s say 4 years spent on education, instead of competence development during the whole roughly 40 years of working life.

Getting a degree and graduating is one thing, and then working for decades is another. What´s up with that? Maybe developing yourself throughout your career should get some more emphasis. Perhaps a solid research could shed some light on this issue? 

Research evidence 

Finnish Association of Business School Graduates (Suomen Ekonomiiliitto SEFE) ordered a research from Jyväskylä School of Business and Economics focusing on competence development especially from employer perspective. The aim of the research was to:
  • Reflect the  attitudes of the employers regarding competence development 
  • Find out how competence development is really done in organizations
This was the largest research made in Finland concentrating to this issue with University level business school graduates. Almost one thousand questionnaire answers from working business professionals, 80 from employers and several interviews from the employer associations gave a multiple perspective view to the issue. The average age of the respondents was 41 years.

Some very interesting research findings in a nutshell:         

  • Generally the business school graduates are satisfied with the competence development their employer offers them. The employer attitudes regarding competence development are seen positive regardless of who you ask, the employer or the employee 
  • However, the attitudes and actions of the employers vary across different employee groups: The most significant difference between groups is that the situation of management is better than the other groups. It seems that not all organisations have yet seen the importance of the competence development of all other professionals as well 
  • Most employers say that the responsibility of competence development is divided between the employer and the employee. But is it really so? Not all the respondents were happy with the possibilities their employer offers so it seems the development is still originating mainly from the organisation´s needs 
  • When asked about the most beneficial way of competence development, the employers see learning at work as more important as the employees do, which is really interesting. 
  • Employers also state that the employees are not that interested in competence development, and the employees say the offering of development possibilities do not meet their needs. Could these aspects be related to one another? 
Two challenges for us all: Real effectiveness and how much is enough?

Interesting findings aren´t they? There are for example some differences about what are considered as the most effective methods of learning.  What is actually effectiveness in competence development? Probably it means that the starting point for example management development is both the student and his/her organisation. In order to be effective, the learning experience has to be closely connected to the students’ personal development needs, as well as those of their organisation. Effectiveness also means maximising the impact of learning. Learning has to lead to actions that have effects on the ways in which organisations and individuals work.

 We argue that the skill and act of applying the concepts learned should be seen as a systemic and continuous flow of actions that involves interaction with various stakeholders. Are we as effective as possible when it comes down to education and development?

Here´s another idea inspired by the research. Respondents are perhaps surprisingly happy about the development possibilities offered by their companies.  Based on the research everything seems to be quite well. If that wasn´t the case, they wouldn´t be answering like this now would they? However we would like to challenge you a little bit: Do we actually demand enough from ourselves and from our organisations? Do we take the effort to totally renew your thinking instead of just updating? Do we take competence development seriously enough?

So the next time you are thinking about the future of yourself and our organisation, you could ask:
  • How well have you been able to renew your paradigms and how deeply and actively have you applied the learned things in practice? 
  • What is your investment strategy for competence development, on organisational level, on a personal level?

Kouluttajien kokemuksia johtajuus- ja yhteisödynamiikka kurssista

Tämän vuoden Johtajuus- ja yhteisödynamiikkakurssi koostui 22 johtajasta ja kolmesta kouluttajasta joista muodostettiin itseään tutkiva yhteisö. Ryhmä tutkii itseään, omaa kehittymistään yhteisönä, ryhmädynaamisia lainalaisuuksiaan ja johtajuuttaan kokemuksellisen oppimiseen perustuen. Koulutuksen perustehtävä (toiminnan tarkoitus) on auttaa osallistujia ymmärtämään ryhmän ja yhteisön elämän monimutkaisuutta ja johtajuutta. Tätä tietoa pyritään viemään omaan toimintaympäristöön.
Kurssi koostui kolmesta kuukauden välein tapahtuneesta kolmen työpäivän jaksosta. Jaksoilla käytettiin lukuisia työskentelymuotoja kuten pien- ja suurryhmää, erilaisia toiminnallisia harjoituksia, sovellustapahtumia. Yhtenä oppimismuotona oli elokuvan tai kirjan pohtiminen ryhmä- ja yhteisödynamiikan tutkimisen välineenä. Koulutuksen taustalla on vahva teoreettinen viitekehys, joka perustuu kouluttajien teoriatietoiskuihin ja kirjallisuuteen. Tärkeä merkitys on koulutuksen rakenteilla, johon myös koulutuspaikka kuuluu. Koulutus toteutettiin Kukkaismäessä Jämsässä, joka on osoittautunut hyväksi oppimisympäristöksi. Oppiminen konkretisoituu usein yhteisön tavalliseen elämään kuten ilta- ja saunakeskusteluihin. Yksi jakso on täyttä työtä aamusta iltaan. Koulutus on toteutettu neljä kertaa.

Kurssin kouluttajina ja konsultteina toimivat: Anneli Turunen, Esa Rovio ja Jyrki Kauppinen, seuraavassa heidän kokemuksiaan ja näkemyksiään koulutuksesta.

Koulutuksen ja yhteisön johtaja Jyrki Kauppinen työskentelee Avance johtamiskoulutuksessa koulutuspäällikkönä ja on taustaltaan viestintätieteilijä.
Perinteisesti johtamiskoulutuksessa on käsitelty johtamista management tai leadership näkökulmista, tässä koulutuksessa näkökulma painottuu itsensä johtamiseen (selfmanagement) eli jokainen osallistuja tutkii ja kohtaa johtajuuden ilmentymistä omassa toiminnassaan ja käyttäytymisessään”. Hän kertoo koulutuksen viitekehyksestä.

Vahva itsetuntemus sekä ymmärrys omasta roolista ryhmien ja yhteisöjen tapahtumissa eli dynamiikassa luo varmuutta sekä turvallisuutta toteuttaa pätevästi niin strategisen kuin operatiivisenkin tason toimintaa kunkin organisaation perustehtävän mukaisesti”. Jyrki määrittelee oman visionsa koulutusohjelman tavoitteesta.

Anneli Turunen omaa vahvan psykoterapiataustan. ”Tutkimme jäsenten elämänhistorian aikana syntynyttä roolia ja sitä, kuinka yksilö on suhteessa ryhmään”, Anneli kertoo.

"Johtajat eivät kiireisessä arjessaan ehdi reflektoimaan itseään ja omaa toimintaansa organisaatiossa. Kurssin aikana opetellaan puhumaan ääneen itselle vaativista asioista. Ajatusten ja tunteiden tuottaminen ääneen on arvokas haaste. Lisäämme siis jäsenten itsetuntemusta”, Anneli kiteyttää.

Ryhmäilmiötutkija Esa Rovio edustaa taustaltaan sosiaali- ja liikuntapsykologiaa.
Hän näkee, että ”Kyseessä on yhteinen tutkimisen ryhmäprosessi, jossa ymmärrys lisääntyy omakohtaisen hämmennyksen kautta, käsitteiden jäsentämiseen ja oivallukseen”.

”Kurssin aikana opimme omakohtaisesti koettuna, mitä ryhmäilmiö on, esimerkiksi erilaiset ryhmäsuhteet, ryhmän kehitysprosessi, perustehtävän merkitys tai ryhmän lainalaisuudet pien- ja suurryhmässä. Ilman omakohtaisuutta kalvoilla ja esityksissä kaadettu tieto valuisi kuin vesi hanhen selästä”
, Esa Päättää.

Maailman vaikuttavin yliopisto - Jyväskylän yliopisto

Sain kunnian virittää ajattelua Kauppakorkeakoulun strategiapäivässä. Pyysin läsnäolijat seuraavaan ajatuskokeeseen ja tämän blogin kautta pyydän myös Sinut mukaan. Ja tarina alkaa...

Maailman myllerrys ei lähitulevaisuudessa helpotu, vaan päinvastoin erityisesti eurooppalaiset yhteiskunnat kohtaavat eri tavoin yhä voimistuvan globaalin kilpailun. Tässä tilanteessa BBC kiinnostuu yliopistojen vaikuttavuudesta, koska yliopistojen merkitystä alueen menestystekijänä pidetään tärkeänä.



Ajatellaanpa, että BBC:n huolellisen esivalinnan kautta Jyväskylän yliopisto (JY) on yksi niistä organisaatioista, joita BBC päättää tutkia tarkemmin. Kolmen vuoden päästä tästä hetkestä olet tilanteessa, jossa BBC:n huikeasta henkilökunnasta joko Tim Willcox tai Zainab Badawi haastattelee Sinua. Mitä kerrot? Mitkä ovat ne argumentit, joilla Jyväskylän yliopisto voi kisata ja pärjätä maailman vaikuttavimman yliopiston arvosta?

 
Siinäpä kysymys ja haastan Sinua etsimään oman vastauksesi. Tarjoan blogin lopussa alustavia omia ajatuksiani, mutta ensin haluan sanoa muutaman seikan, jotka mielestäni ovat aivan keskeisiä kun omaa vastaustasi rakennat.

Ensinnäkin ei ole olemassa kiinteä mallia siitä mitä vaikuttavuus tässä yhteydessä tarkoittaa. Tärkeä ajatustehtävä on tunnistaa mihin JY pyrkii. Mikä on se tarina, joka on merkittävä alueella, joka vakuuttaa eri toimijat ja meidät itsemme ja joka tässä ajatuskokeessa puhuttelee myös erityisen pätevää ulkopuolista tahoa, tässä kuvitteellisesti BBC.

 
Toiseksi vaikuttavuus on varmasti kytköksissä tutkimukseen ja opetukseen ja tieteen globaaliin luonteeseen. Yliopisto, joka maailman myllerryksessä on alueellaan vaikuttavin, on varmasti relevanttien tutkimusten ja erityisen pätevän opetuksen tyyssija.

Kolmanneksi me itse päätämme mitä tässä tarkoitamme alueella ja alueen vaikuttavuudella. Mukana on varmasti Jyväskylä, Keski-Suomi, Suomi, Eurooppa ja maailmanlaajuinen ulottuvuus. Varmaan ulottuvuudet kaikki ovat läsnä, mutta kuinka maailman vaikuttavin JY asetelman rakentaa, mitä teemme ja mihin pyrimme milläkin tasolla, niin siinä on miettimistä ja tekemistä.

Tässä Sinulle tiiviisti elementit miettiä omaa vastaustasi BBC:n toimittajalle. Varmaan tämä ajatuskoe on puhutteleva JY:n toimijoille, mutta miksei myös kaikille JY:n kumppaneille ja sidosryhmille. Nimittäin, jotta maailman vaikuttavimman yliopiston arvon saamme niin yhteispelin ja yhteisen ajattelun ja kehittelyn eri tahojen kanssa tulee varmasti olla maailmanluokkaa ja vähän yli.

 

Tässä kohtaa ei ole hirveän oleellista kuinka hahmotan oman mahdollisen vastaukseni BBC:n toimittajalle. Paljon tärkeämpää on saada aikaan pohdintaa ja yhteistä tekemistä, jonka kautta niin ajattelu kuin tekeminenkin kehittyy. Kuitenkin ehkäpä vaikka eräänlaiseksi viitepisteeksi puristan tämän hetkisen järkeni kautta kolme kohtaa, jotka kolme vuoden päästä ottaisin esille ja joille silloin olisi vielä enemmän perustaa  reaalimaailmassa kuin nyt.

Esitykseni kohdat olisivat:
1. JY:llä on selkeä tuotteiden ja palvelujen tarjooma, jota koko ajan kehitetään toiminnassa eri tahojen kanssa. Kyky oppia toiminnassa on erinomaista ja oppia jaetaan laajasti niin JY:n sisällä kuin kaikkien toimijoiden kesken erilaisten modernien välineiden kautta.


2.  JY:n tarjooma on upeasti esillä sekä tiedekunta- että laitoskohtaisesti. Erityistä on kuitenkin JY:n kyky koota yliopiston koko osaamisesta uutta merkittävää tarjoomaa entisille ja uusille yhteistyökumppaneille. JY luo aktiivisesti uutta yhdessä kumppaneittensa kanssa.

3. Elinikäisen oppimisen ajatus muuttuu koko ajan yhä enemmän toiminnaksi. Valmistuneet opiskelijat ovat tiiviissä yhteistyössä koti yliopistonsa kanssa mitä erilaisimmissa tehtävissä. Alumnit ja heidän organisaationsa ovat aidosti osa yliopistoyhteisöä ja tämä luo vahvaa pohjaa relevantille tutkimukselle, vaikuttavalle opetukselle ja myös alumnien ja JY:n henkilöstön jatkuvalle osaamisen ja toimintakyvyn kehittymiselle.

Millaisesta JY:n tarinasta tehdään yhdessä totta?

"TO READ OR NOT TO READ?" -Business books as a source of wisdom

Have you ever wondered what it would be like if business books were invented today? Would we read them? 

Now let´s think about it for a moment.

Nowadays everything is instant, interactive and online. We get the information we need tailored personally for us, we learn together and collaborate in various networks. Social media is everywhere, offering tempting opportunities to spend your time (even on hectic business trips like described in my previous blog post).  In the middle of this overwhelming internet and collaboration reality, imagine if the latest learning tool for busy professionals in 2012 was a management book in its traditional format? 

Specifications for this magnificent innovation:
  • It comes in very tempting printed paper format, only the hardcover jacket has some colors, otherwise it is almost always black and white
  • Content is only text with no pictures and the language itself is very seldom rich in nuances, not to mention entertaining
  • There is no high-tech involved (like you probably would be expecting from a learning innovation of the year 2012, right?)
And there are even more excellencies when it comes down to the user experience of this product:
  • It takes easily 10-15 hours to read it and note that it can be done only in a proper environment with no distractions 
  • In case you get some ideas while reading, you have to use separate tool to take notes and share them with your colleagues. 
  • And the real beauty of it: Once you have finally completed the book, you have already forgotten the vast majority of its content you have muddled through spending all your available late nights for the past two weeks.    
What do you think about those selling arguments? Would a management book be a smash hit if it was launched today?    

Well, it might or it might not, we will never know for sure. And of course there are plenty of other arguments in favor of traditional books. The picture is not that gloomy as provocatively presented before. But what we do know is that humans are quite inclined of repeating the habits we have. Dan Ariely calls this "self-hearding" in his excellent book "Predictably Irrational" (2009).
You know the situation when you look up a restaurant in a foreign city. You are walking past a restaurant a see people standing in line, waiting to get in. You think to yourself that this must be a good restaurant and you stand behind these people. You assume something is good (or bad) based on other people´s behaviors. That is called hearding. But as Ariely points out, there is also another kind of hearding, self-hearding. This happens when you believe something is good based on your own previous behavior. We begin to line up behind ourselves in different experiences.
Now does this have something to do with management books? Well I think the same logic applies also to learning methods in executive education to some extent. Books and lectures have been there for ages. I´m not arguing that reading books is useless, quite the opposite, I love reading good books. All I´m saying is that we quite easily accept the work load and learning mindset related to reading because we are used to of doing that. For example, allocating 20-30 hours into reading a book and writing a reflective essay is rather easy. But instead allocating 10 hours into collaborative learning in some digital platform is harder if you are not familiar with such a method.
Think about this in that imaginary world without books. We could have some challenges with reading if we were not used to of doing that. Finding several hours of undisturbed time in calm environment, just to read among ourselves would be an effort itself. We could have the perfect rational arguments for reading. Like David Rock puts it in his magnificent book on self management (Your Brain at Work 2009), saying no to distractions (both internal and external) in an essential skill for everybody. So in addition to the book´s content as such, even the reading experience itself could be worthwhile as an exercise. But I reckon it would be hard. But like Alf Rehn says, thinking way beyond your comfort zone is the source of game-changing ideas, both on personal and organizational level (Dangerous Ideas 2011).
Now where does this leave us with books, to read or not to read? Which one is better, instant internet-based information flow and online networks, or traditional book wisdom? My advice is to excel yourself on both fields. And as we know the perspectives are not even that opposite. The future of business book concept probably includes more social reading, sharing your learning points and reflections, collaborative communities around books, more sophisticated e-book technology and more. So it is not a case where one of the approaches is unquestionably better that the other, or the less bad and painful one like the character who inspired the title for this blog post pondered in his famous monologue.
Innovation, new ideas and experiments are always needed when it comes to developing yourself and your organization. And a good book is a strong learning tool; you can take my word for it.  So I wish you many reflective, critical and enjoyable moments with management books. Should economy guide medical doctor

This is the first Avance EMBA blog in english. Hence I would like first to say something general about Avance and about this blog and then I will proceed to put forward one talking point about economy and its role in modern professional organization. I do hope that you will find this text intriguing and I do hope that you will decide to write your comments and views for us all to see.

Avance runs high class AMBA accredited EMBA program. As a unit which belongs to the University of Jyväskylä, Avance on its part is committed in developing academic approach and our goal is to provide new platforms where fruitful discussion and collaboration between research and practice can take place.

Also our goal is that our EMBA program and other Avance executive programs are truly challenging and rewarding experiences. Our aim is that eventually this blog would be one forum where we could share our views and experiences and invite others to elaborate important issues with us.

Lets get started. This blog takes up just one topic which has been discussed in EMBA module Talouden workshop, Workshop in Economy. At first, it is exiting to realize that it is next to impossible translate the name of this module in English, the translation hides more than what it tells. Thus let me begin with few words about this module, what it is all about. The module examines executives and experts in their real life situations and asks them to reflect how economy is present in everything what they plan, think and do. In this module the participants put on economy binoculars and look their position as a decision maker, leader and doer through those lenses. The point is to locate most important issues from economic perspective. The aim is to locate the biggest possibilities and also the largest challenges when examined from economical perspective. In addition it is not enough to locate those issues, instead the task is to think how these issues could be tackled in real life circumstances.

One topic which created a lot of discussion this year is whether and how economic considerations should guide experts when they make their decisions in different settings. In complex modern organizations and in the face of highly demanding tasks, experts have a lot of room to decide how to proceed in different situations. In our EMBA module the question put to all participant is that how economical factors play a part when experts in their organizations choose how to handle different situations and what route they decide to take. I suggest that each executive, leader and expert  has to make her/his stance and clarify to her/himself how in my organization and in my position economy and professional decision making are linked together and whether economical aspects play a too big or a too modest role.

Suomen Eduskunnasta maailman paras

Talouden tarkastelutasoja on monia. Huomio voi olla tositteissa, raporteissa, tietojärjestelmissä, erilaisissa seurannan mittaamisissa, suunnittelulaskelmissa, jne. Kaikki tämä on oleellisen tärkeää ja luo perustaa minkä tahansa organisaation johtamiselle ja kehittämiselle.

Mielestäni on kuitenkin olemassa kaikkein tärkein tarkastelutaso, joka on myös kaikkein harvinaisin ja monitahoisin. Saattaa jopa olla, että monissa tilanteissa tämä tarkastelu koetaan jotenkin epätoivotuksi, jopa kielletyksi. Ei tietenkään julkisesti kielletyksi, vaan ennemminkin niin, että kaikki asianosaiset ovat oppineet tietämään mitä ei niin hirveästä kannata lähteä pohtimaan. Ja mikäli näin ovat asiat jossakin organisaatiossa niin tämä on iso taloudellinen menetys, koska aito ajattelu on menestymisen ja uuden luomisen perusta.

Mutta mikä on tuo tarkastelutaso, josta puhun. Se on halu ja kyky hahmottaa organisaation kokonaiskuva ja tunnistaa mikä menestymien kannalta on oleellista juuri nyt. Tässä ajattelussa esimerkiksi organisaation strategiaprosessi on tarkastelun kohteena. Täytyy voida kysyä onko prosessista organisaation menestymiselle hyötyä ja kuinka strategiaprosessi pitäisi kokonaisuutena rakentaa ja toteuttaa, jotta se olisi myös taloudellisesti mahdollisimman järkevä kokonaisuus.

Seuraavaksi pyrin syventämään sanottavaani ottamalla Eduskunnan esimerkinomaisesti tarkastelun alle. Kuten sanottu tässä ajattelussa kaikkea keskeistä pitää pystyä arvioimaan. Totean vielä, että en ole Eduskunnan toiminnan asiantuntija, silti otan Eduskunnan esimerkiksi, koska se on meille kaikille erittäin tärkeä toimija. Myönnän myös, että ottamani tarkastelu haaste on erittäin monitahoinen ja laaja, niinpä seuraavaksi vain pieni pikkuruinen maistiainen siitä mitä tällainen tarkastelu voisi pitää sisällään. Olisi upeaa, jos viriäisi keskustelua esille ottamastani näkökulmasta.

Eräs tärkeä lähtökohta on sen huomaaminen, että toimintaa pitää arvioida kokonaisvaltaisesti. Mitkä esimerkiksi olisivat perusteet väittää, että Suomen Eduskunta on maailman paras. Mitä tuo pitäisi tänä aikana sisällään, mitä olisivat osatekijät? Kyse on paljosta muusta kun yksittäisten edustajien arvioimisesta, kyse on kokonaisuuden arvioimisesta, voisiko sanoa metatason tarkastelusta. Esimerkiksi ajatuskulku voisi pitää sisällään seuraavia teemoja: kuinka edustakunta rakentuu, ehdokkaaksi valikoitumisen tavat; kuinka kansalaiset ovat mukana valintaprosessissa, kansalaisten tiedonhankinta ehdokkaista ja asioista matkan aikana; kuinka kokoon saatu eduskunta toimii, vuorovaikutus eri tahojen kanssa kansallisesti ja kansainvälisesti, tuon toiminnan läpinäkyvyys eri tahoihin ja kansalaisiin päin jne.

Olisiko niin, että vaikka Eduskunnan toimintaan kuuluu eri tahojen etujen ajaminen ja sitä kautta erilaiset mielipiteet, niin edustajilla ja Eduskunnan toiminnan kehittäjillä (onko sellaisia olemassa) saisi itse asiassa olla jopa yhteinen käsitys siitä millä perusteilla Suomen Eduskunta on maailman paras. Parhaimmillaan aidosti keskusteltu ja ehkä jossain määrin yhteinen käsitys Eduskunnan kokonaistoiminnan erinomaisuudesta ohjaisi toiminnan kehittämistä.

Mitä esimerkiksi olisivat tänä aikana investoinnit Eduskunnan toiminnan parantamiseksi, varsinkin kun emme kai voi katsoa Eduskuntaa koskaan erillisenä yksikkönä, vaan aina on kyse Eduskunta-kansa (Suomi, Eurooppa, Globaali) yhteispelistä ja yhteisestä onnistumisesta. Mitkähän olisivat 5 keskeistä asiaa, joiden toteutuessa voisimme sanoa, että Suomen Eduskunta on maailman paras? Mitä vastaisivat kansanedustajat mitä kansalaiset ja muut tahot? Missä olemme jo erinomaisia ja missä on eniten kehittämistä?
